Industry review launched

It is official; the 2010 Review of the Australian Independent Screen Production Sector has been launched by Minister Peter Garrett.

Industry practitioners have been invited to comment by April 29, and the Department of the Environment, Water, Heritage and the Arts is expected to report to the Minister after the election, by the end of the year.

“It is timely then for this important review to take place so we can ensure the industry continues to prosper,” said Garrett in his announcement. “This review will examine the independent screen production sector’s viability and the extent to which screen practitioners are benefiting from Government support and taking advantage of other investments.”

The main objectives of the review are the development of sustainable production companies; the creation of a diverse production slate for film and TV  that will appeal to audiences; and the cultural role of the industry.

Some of the questions raised are:

SUSTAINABILITY OF INDEPENDENT PRODUCTION COMPANIES

  • What does a sustainable production industry look like, recognising the need for public and private sector investment?
  • Is the current structure of the film and television production sectors sustainable?
  • Combination of TV and film work, as well as TVCs and new media and gaming. Differences in business approach to film and TV.

PRODUCER OFFSET

  • Producer’s experience with the Offset and unforeseen issues that arose.
  • Impact on financing methods.
  • Legislative aspects of the offset which have affected its ability to contribute to sustainable business.
  • Administrative/operational issues encountered when accessing the offset and recommendations on how these issues could be improved.

LOCATION OFFSET /PDV OFFSET

  • Their effectiveness on attracting work to Australia, their impact on skills development and industry sustainability.

GOVERNMENT SUPPORT PROGRAMS

Direct and indirect assistance to production companies.

State agencies complementing the Federal government programs.

CO-PRODUCTION AND FREE TRADE AGREEMENTS

Submissions will be published after April 28, and not in order of reception.

The Screen Producers Association of Australia is expected to request an extension for its submission. The discussion paper, submission form and more details about the complex review are available here.
