I think one of the issues re Hulu et. al. is the geographic rights that Hulu and/or the broadcaster own. They simply can’t assign rights to online if they don’t own them or if they don’t own them outside their home region.
This is having a flip-side impact. Local TV productions are having to pay talent for worldwide broadcast rights (capped by the number of runs) and for online rights (capped by time). Of course, this is 100% justifiable as the talent deserve the remuneration for the broader audience and reach. This can double the talent costs. However, the production funds available are steady at best, and as video piracy increases and advertising revenues are lost, production budgets will decline. Look forward to more videos of cats on keyboards, or agree to make modest payments to the people who produce the video that you all so voraciously want to consume for free.
