Department of Fire and Emergency Services seeks full-service agency in WA

The Department of Fire and Emergency Services in Western Australia is seeking an agency to provide strategic marketing and corporate communications, creative advertising and graphic design.

Despite the tender being for the provision of creative services, the specifications reveal the government department also wants the single contractor to provide “strategic, creative and media planning services”.

The tender is open until 17 January, and will be followed by a pitch process.

The successful agency will work with the department on an “as required’ basis, but it noted “value for money” would be a determining factor.

“Value for money is a key State Supply Commission policy objective to ensure that when purchasing products and/ or services, Public Authorities achieve the best possible outcome, for every dollar spent, by assessing the costs and benefits of, and the risks inherent in, an Offer, rather than simply selecting the lowest Offered Price,” the department said.

The account will involve making creative for TVCs, radio, press, print, digital and online “often within tight timeframes and budget constraints”.

The aim of all these communications, the department said, is to increase public and community understanding of the department’s services, raise greater comprehension of personal risk across WA, build an attitude of shared responsibility in the community, shift community response from passive to active, build on a united sense of purpose with staff and volunteers, and reframe perceptions of the department from ‘administrator’ to ‘enabler’.

The contract is for an initial 1 year period with the option of 4 x 1 year extensions.
